1647 Declaration of the Lords and Commons. In February and March of 1647, Parliament passed a series of votes to disband the Army. The terms of the disbanding caused great concern and discontent. Soldiers were promised indemnity for acts done during the war. However, when the Act passed it was regarded as insufficient for their protection. The disbanding would be followed by severe measures for the enforcement of Presbyterian orthodoxy. This caused protests from the army and independents. All petitions were suppressed, and protestors were punished. Around March 21, 1647, a petition among officers was circulating about the army’s objections to the proposed disbanding. This caused the House of Commons to pass a declaration on March 30, 1647. The Declaration condemned the petition as tending to put the Army into distemper and mutiny. Also declaring any who continued to promote the petition shall be looked upon and proceeded against as enemies to the State and disturbers of the peace. The document is framed and measures to be 9.5 x 12 inches.
